News Circular agriculture

Less regulatory pressure is a spearhead in a circular vision

June 17, 2019 - Wouter Baan - 4 comments

Minister Carola Schouten (Agriculture, Nature and Food Quality) is trying to shape the transition to circular agriculture with less regulatory pressure, according to the realization plan that the Ministry of Agriculture, Nature and Food Quality published on Monday 17 June.

The transition to circular agriculture requires change, the minister writes. This process is divided into 3 steps. The first step is the term of office, in which the frameworks are outlined. This is followed by the '2030 period', in which steps can be taken. Then it is about the period 'after 2030', in which new steps can be taken.

Schouten estimates that the transition process takes a generation. It is up to entrepreneurs in the agricultural and horticultural sector to take steps. The Ministry of Agriculture, Nature and Food Quality will mainly assume the directing role itself.

Experimenting and less regulatory pressure
Minister Schouten also asks for the commitment of those entering the grounds and education. The transition to circular agriculture will mainly be a time of experimentation. In that context, there will be a subsidy scheme for innovation and investments in source-oriented emission reduction in stables.

A precondition in the transition process to circular agriculture is the earning model of the farmers. Schouten also wants to examine the laws and regulations. A study by Geelen Consultancy and Motivaction shows that farmers have a predominantly positive attitude about circular agriculture when there is less regulatory pressure. A total of €135 million has been made available by the ministry to realize circular agriculture in practice.
