Who receives the most CAP money in the Netherlands?

An amount of €2019 million in European agricultural subsidies has been paid out in 680. This is €40 million less than a year earlier. RVO.nl published these data today, May 4. In addition, €91 million was paid out in the context of the Rural Development Program (POP). Nature organisations, producer associations and water boards in particular are major subsidy recipients.

Annually publishes RVO.nl lists all recipients of agricultural subsidies. The top echelons of this list are not headed by farms. Incidentally, the amounts are remarkably smaller than a year earlier. In the 2018 list, the Hollands Noorderkwartier Water Board was at the top with a combined amount of €15,7 million. This year, the Natuurrijk Limburg Cooperative is at the top with €6,5 million.

Growers' cooperative Nova Fresh (€2 million) is in second place and Wetterskip Fryslan in third place (€6,2 million). This immediately makes the distribution of the large subsidy recipients clear. These are growers' organisations, water boards and nature organisations. A notable organization that is high on the list is potato grower Averis Seeds, a subsidiary of cooperative Avebe. They received €3 million in POP funds.

Under the Basic Payment Scheme (direct payments), Exploitatie Reserve Gronden Flevoland (ERF) is in first place with a received amount of €370.000. On 2 is the Koninklijke Maatschap de Wilhelminapolder (€349.000) and on 3 Schoorlemmer Agriculture (€274.000). These amounts are slightly higher than was paid in 2018.

Reduction of payment entitlements
The amounts paid out in 2020 will probably be even lower. Payment entitlements will decrease by €5 per entitlement. Last year, 1 payment entitlement was worth €262,91. In total, the budget for this year is €71,5 million lower.

Due to the corona virus, an advance on payment entitlements can be requested this year. In July, part of the money will already be paid out. The Combined Statement must be received by 15 May at the latest. This can then be adjusted until 9 June. It is not yet clear when the scheme will open for applying for an advance. Spokespersons from the Ministry of LNV and RVO.nl say that more information is expected this month. The scheme is currently being coordinated with Brussels.
