From today 18 May it is possible to request an advance for the payment of the basic and greening payment from the Common Agricultural Policy (CAP). This amount will be paid in July. Companies can have a maximum of €1.000.000 paid out early.

To support companies during the corona crisis, it is possible to make an advance on payment entitlements asked questions† RVO.nl is opening the scheme today, 18 May, on mijn.rvo.nl. Companies can apply up to and including 15 June, provided they meet a number of conditions.
De minimis aid
The payment of the basic and greening payments must already have been requested in the Combined Statement. The applicant must also have payment entitlements and eligible agricultural land and meet the condition for 'de minimis aid'.
Because of this 6-month early payout, recipients have an interest benefit. RVO.nl uses an actuarial interest rate of 4%. This is paid in the form of de minimis aid. Conditions are attached to this. For example, a company may receive a maximum of €3 in aid over a period of 2018 tax years (2020-20.000), this threshold may not be exceeded with the interest benefit and the signing of a de minimis statement is required. This statement must be sent along with the application.
Interest benefit
The interest benefit of 4% is calculated on the expected advance amount for a period of 6 months. The maximum amount to be paid out is €1.000.000. In July, entrepreneurs will be informed about the award. There are currently no checks on the greening requirements. If applicable, the advance is reduced by outstanding CAP receivables. From December 2020, the direct payments will be paid, minus the advance.
