The last hurdle has now been cleared. The Senate also passed on May 19 agreement† Only PVV, FvD and SGP voted against. These parties were also against the bill in the House of Representatives.

To approve or not
What does this mean in practice? The RDW will now start the registration system. This is estimated to take 6 months or at least, this was the prognosis before the corona crisis. Subsequently, a transition period of 9 months starts to register vehicles, without inspection being required. After that time, it should. This must be done at an RDW inspection station. For existing vehicles you have until 2025 to register it. If you go on the road, it must be registered. The license plate and registration costs a few tens. An inspection about €200. A GV plate must also be registered, but is retained.

What does it mean in practice? The maximum speed for agricultural traffic will go from 25 km/h to 40 km/h. By registering every vehicle, the Netherlands can also comply with the European MOT obligation. However, this only applies to vehicles with a construction speed above 40 km/h, or to vehicles that are used for non-agricultural purposes.

Exceptions
The legislation has a number of exceptions. For example, for vehicles that never leave the yard and for fruit-picking trains or narrow-gauge tractors up to 1,30 meters wide. Towed implements must be provided with a white registration plate with the registration number of the towing vehicle. If the trailer can go faster than 25 km/h, its own plate is required.
