The European Commission, the European Council and the European Parliament are very close to agreeing on the new Common Agricultural Policy (CAP). According to MEP Jan Huitema, an informal agreement has been reached.
Earlier today (Friday 25 June) Janusz Wojciechowski, the Polish European Commissioner for Agriculture, already reported progress in the negotiations. On Twitter he reports that he is very close to a compromise.
Rewarding sustainability
In the informal agreement, a significant part of the European agricultural subsidies is used to reward sustainable performance of farmers. Member States are given more scope to implement greening via the National Strategic Plans. Each country can put together a set of measures, from which the farmer can choose what suits his business.
According to Huitema, the focus is shifting from basic income support to rewards for green services. "This informal agreement is an important step towards a modern agricultural policy. The current policy that dictates to farmers from above how to regreen has proven to be ineffective. It is much better to link money for greening directly to the greening performance of the farmer and horticulturist and focus less on measures," says Huitema.
Last month the negotiations failed yet. The eco-regulations were the main stumbling block. Afterwards, Parliament, Commission and Council blamed each other for obstinacy and no or too much ambition.
