The introduction of the phosphate rights at the beginning of 2018, phosphate reduction measures in 2017 and the payment of the payment entitlements of the Common Agricultural Policy (CAP) are all on the board of the Netherlands Enterprise Agency (RVO). Large files that involve a lot of work, no wonder the standing committee for Economic Affairs asks for a technical briefing, but this is not forthcoming in the short term.
Despite repeated reassurances from the RVO regarding the disbursement of CAP monies, stories of unpaid 2015 entitlements continue to emerge. Also at the determination of the phosphate rights, which started in September, it seems that not everything is going smoothly. The RVO therefore has a lot of work on its plate that must be done on time, because otherwise the consequences for entrepreneurs are great. Mention, for example, withholding from the milk money in the phosphate reduction scheme.
A technical briefing is then the best way to find out how the state of affairs is at the government organization. That is why the standing committee for Economic Affairs asked for this in the short term, before 22 February. Henk Kamp, Minister of Economic Affairs, says in a letter: 'I am happy to comply with your request for permission for a technical briefing by RVO.nl. However, it is not possible to provide the briefing in the short term.'
The aim is to put the sector plan into effect on 1 March, but a lot of work still needs to be done to achieve this. For example, the ministerial regulations are being worked out 'and not all technical implementation aspects have yet been fleshed out in more detail.' In addition, the adopted amendments that are translated into legislation must also be completed. Still a lot of work to be done in just 2 weeks.
