The States of Brabant are dissatisfied with the elaboration of the proposed policy of the provincial government. This is apparent from the interruptions of almost all States factions to the argument of VVD States member Wouter Bollen. On Friday, the Provincial Council will vote on the new environmental and spatial planning rules for livestock farming.
Almost all Parliamentary groups believe that the policy proposal of the Provincial Executive (GS) for a stricter livestock policy has been developed in a very limited way. The call for 'supported policy' is great. The proposed policy is a policy framework for which it is unclear how the rules will be implemented in practice. Much is still unclear about the financing of the policy.
Motion on elaboration of policy
At the end of his speech, Bollen submits a motion in which the VVD calls on the provincial government to come up with a thorough policy elaboration in the short term. It must also be made clear how the policy will be financed. Bollen wants, among other things, that attention be paid to the position of young farmers in the policy elaboration. "Young farmers are often already heavily funded. They should be spared." In his speech he also asks for clear frameworks for the financing fund and questions the legal sustainability of the plans. "It depends on the answer of the Board to our motion whether the VVD will agree or not", responds Bollen to the umpteenth interruption from parliamentarians who time and again wanted to know whether and why the VVD supports the policy proposal.
The Provincial Council will vote on new policy today. Core of the new rules is bringing forward emission regulations, parking and manure processing.
