New opening to follow

SDE+: largest share for solar energy

4 September 2017 - Bart-Jan van Zandwijk

The opening of the SDE+ in the first half of this year was mainly spent on solar energy and onshore wind. Minister Kamp reported this in a letter to Parliament on Monday 4 September. A new opening will follow on 3 October 2017.

In the spring round, a total of 4.530 applications were approved for the subsidy for sustainable energy projects (SDE+), according to the Letter to Parliament† If all projects from the spring round are completed, they will produce more than 6 million kilowatt hours of renewable energy.

This corresponds to a contribution of 1,1 percentage points to the share of renewable energy. The vast majority went to solar energy (49%) and onshore wind energy (38%). A number of projects have also been rejected. As a result, part of the budget, approximately €168 million, could not be allocated.

In total, from 2008 up to and including the spring rounds of 2017, a decision was issued for approximately 29.500 projects. About 24% of these projects have now been completed and 62% are still under development. In 14% it turned out that realization is not possible. Developers whose application has been rejected can submit an improved application the next time they open.

Second opening: October 3, 2017
The second subsidy period for this year is opened up from 3 to 26 October 2017. A budget of €6 billion is again available for this. This brings the total budget to €12 billion, an increase of €3 billion compared to 2016.

The base amount for applications in the solar energy category will be reduced from €2017 to €0,125 per kilowatt hour, based on new insights based on the spring 0,117 round. An application can be submitted via the site of RVO.

A lower budget is due to a reduction in cost price

Preparations SDE+ 2018
In preparation for the opening of SDE+ 2018, Kamp has requested advice from a consultancy about the base rates for SDE+ 2018. The base rate is the estimated cost price required to generate one kilowatt hour of electricity with the technology in question.

At the end of this year, Minister Kamp will make a decision about opening in 2018. It is possible that these will be lower than 2017. "If a decision is made in the autumn to reduce the base rates, this is only because of a reduction in the cost price. renewable energy in the market, not because of lower ambitions of the cabinet in the field of renewable energy," writes Henk Kamp in answer to parliamentary questions about the possible tariff reduction in 2018.

Goal
Together with other parties from the energy agreement, the current government has set the target of achieving 2020% renewable energy by 14, rising to 16% in 2013. SDE + subsidy is the most important means of achieving this goal.
