Consultations on the progress of the sixth Nitrates Directive action program have been postponed again. Initially, the meeting was to be held in May. The Kringloopwijzer has not yet been approved either. This was announced by the outgoing Minister of Economic Affairs, Henk Kamp, in a letter to Parliament.
The meeting is expected to take place in October. In addition, on 11 September, the Netherlands will present the results of the current and previous action programs to the nitrate committee in Brussels. The sixth Nitrates Directive action program is intended to improve the quality of groundwater and surface water.
Recycle indicator does not suffice
The Kringloopwijzer cannot yet be used in the phosphate rights system. Kamp makes this known in the letter to parliament. The Committee for Experts on the Fertilizers Act (CDM) believes that the Kringloopwijzer has been sufficiently tested, but the Netherlands Food and Consumer Product Safety Authority (NVWA) and the Netherlands Enterprise Agency (RVO.nl) still think differently. They believe that the Kringloopwijzer is not yet suitable, because the safeguarding of the system still needs to be improved.
As a result, a number of data from the Kringloopwijzer remains difficult to verify. An example of this is the statement of roughage stocks. The Kringloopwijzer is only approved if it can be fully secured and checked.
Incidentally, it is already being examined whether it is possible to use a in 2018 to start. This option will be transferred to the new cabinet.
