Ctgb determines procedure for withdrawing RUB admissions

Last week, the Board for the Authorization of Plant Protection Products and Biocides (Ctgb) approved the process to bring 'RUB products' under European legislation.

The to disappear of the Pesticides Exception Regulation (RUB) means that home, garden and kitchen products must be approved via the official approval procedures.

Applicants can register RUB resources that they want to keep on the market between 1 January 2018 and 15 February 2018 at the Ctgb. The Ctgb then agrees with them on a term for filing and assessment. At the beginning of April 2018, the Ctgb will publish an amended RUB list containing the notified resources.

As of October 1, 2019, they may no longer be used

RUB resources that have not been notified must be taken off the market after October 1, 2018 and may no longer be used after October 1, 2019. In response to reactions to the draft plan, the Ctgb has extended these periods by 3 months, so that they always cover a complete cultivation season.

European harmonization
All plant protection products and biocides must be assessed on the basis of European regulations. The Netherlands has a number of exceptions. These are substances with associated applications that were on the market on the basis of the old Regulation. In 2012, it was agreed that these so-called RUB products will either be authorized on the basis of the European regulation or will disappear from the market.

The RUB resources have sometimes had their exceptional Dutch position for a long time. That is why the Ctgb says it will do everything it can to provide applicants with the best possible guidance when submitting a regular application.

The Ctgb makes the authorization of green products extra expensive and cumbersome because they often contain several active substances. As a result, existing and new resources become available too late or not at all. Because applying for an expensive authorization for active substances that occur freely in nature, for example in milk, will not happen soon.
I find it shocking by now that CTGB is not making an effort in Europe to admit these natural resources faster and free of charge.
