'European Agricultural Fund could be simpler'

The implementation of the European Agricultural Fund for Rural Development (EAFRD) can be simplified. This is evident from a report by consultancy firm Berenschot.

Bureau Berenschot has compared the EAFRD with the Regional Development Plan (ERDF). This shows that the EAFRD has less subsidiarity and individual responsibility. In addition, ELFPO is associated with high regulatory pressure. There are possibilities for adjustments within EAFRD, because this is also regulated within the ERDF (for regional developments).

Two changes
The Bureau has concluded that the Agricultural Fund can be simplified on 2 levels:

  • Policy-strategic level (the simplification of the CAP and EAFRD under regional policy)
  • Executive level (differentiation in accountability, intensification of the SiSa principle, implementation of trusted management and acceleration of interpretation issues).

Schouten: "The findings in this report are in line with the thinking of the European Commission on the renewed GLB."
