CAP proposals expected on 29 May

European Commissioner Phil Hogan will probably present his proposals for the Common Agricultural Policy (CAP) on 29 May 2018, which will take effect from 2021. AgriHolland reports this.

According to the organization, it is unlikely that decisions will be made before the European elections (May 2019). This is because the heads of government of the European Union (EU) are expected to take more time to decide on the budget for the period from 2021 to 2027. the upcoming brexit for uncertainty.

Cutting budget
Klaas Johan Osinga (LTO Netherlands) is receiving signals that the budget for the CAP is being cut by a maximum of 15%. Certain Member States (including Poland, Lithuania, Estonia and Latvia) also want to receive a larger share of the budget. In addition, Hogan have already committed to narrowing the differences in payment entitlements per hectare between Member States.

LTO Nederland and Copa-Cogeca want the budget for the CAP to remain the same as for the period 2014 to 2020. However, the Dutch government does want to cut the budget. Ultimately, the agreement between France and Germany will be decisive. However, this may still take until the end of 2019.

More responsibility
It was previously announced that the European Commission more responsibility to the Member States. The Commission hopes that more can be achieved with less money. This is because the objectives then fit better with the Member States and regions, while fewer administrative checks take place.
