Young farmers should receive more support, have easier access to capital and face fewer obstacles. That is the recommendation from a report that the European Parliament Committee on Agriculture adopted on Tuesday 24 April.
The report contains several policy recommendations for the Common Agricultural Policy (cap). For example, it appears that existing support schemes need to be optimised. It should also become possible for Member States to allocate more than 2% of direct payments to young farmers. An investigation has shown that there are insufficient financial resources to allocate these to all positively assessed applications.
Several barriers must also be removed. The most important is access to agricultural land, due to the high price of land. In order to monitor the land price, the European Commission is currently assessing the access of foreign parties (to land).
Results driven
The report also advises to make subsidies dependent on the achievement of specific results, such as the production of specific environmental products or goods that serve a social objective. Earlier it also appeared that the new CAP is more results-oriented will be inserted.
There must also be better access to additional financial resources, such as loans with an interest subsidy. It is recommended to administrative barriers to return; this gives farmers in the European Union more flexibility to respond to changing market conditions (based on business plans).
MEP Annie Schreijer-Pierik reacts very positively to the fact that the Agricultural Committee supports the young farmers. "The large multinationals make it virtually impossible to enter the sector. With these measures we can take a stand against that."
