The emergency nitrogen law may be shelved. The Senate today issued a statement that more time is needed to look at the emergency nitrogen law. According to sources, it is mainly the senators of the opposition who are stepping on the brakes.
The emergency law was passed yesterday by the House of Representatives, thanks in part to the support of the SGP, 50PLUS and the independent member of parliament Van Haga, who helped the coalition achieve a majority. Next week would be the Senate hearing, which was expected to vote on it the following week (December 17). There seems to be a hitch now.
While the cabinet is insisting on a swift settlement, in order to give housing, road and hydraulic engineering a boost, the Senate has indicated that it wants more time to reach a decision. This ruling would mean that the adoption of this law cannot be completed on January 1, 2020. Next Tuesday, December 10, it will be decided whether the treatment will be extended beyond the Christmas recess or not.
Opposition wants to wait
It is mainly the opposition parties that throw a spanner in the works. They find the law too complicated to make a decision within 2 weeks. In addition, the left-wing opposition in particular also believes that too few structural measures are being taken to reduce nitrogen emissions and repair damage to nature. They therefore want to wait for other nitrogen plans from the cabinet.
Collaboration with PvdA
The fact that opposition parties GroenLinks and the PvdA voted against in the House of Representatives could also be unfavorable for the decision that the Senate will take. Since May this year, the coalition has lost its majority in the Senate. The greatest chance of reaching an agreement lies with the cooperation with one of the two parties. Hopes are pinned on the PvdA, which may be open to discussing possible support. This in exchange for agreements on more homes for the lower incomes.
