The Senate passed the nitrogen law this afternoon (9 March). Of the parties in the senate, VVD, CDA, SP, SGP, 50Plus, Independent Senate fraction (OSF), D66 and ChristenUnie voted in favour. The Otten, FvD, Nanninga, GroenLinks, PVV, PvdD and PvdA voted against the 'Nitrogen Reduction and Nature Improvement Act'.
The law aims to have nitrogen emissions and precipitation in 2030 so low that half of the Natura 2000 nature reserves are below the critical deposition value (KDW). Up to 2030, the law will make almost 3 billion euros available for nature restoration and enhancement and approximately 2 billion euros for measures.
For agriculture, this means a switch to circular agriculture. There will be funds for investments in sustainable barns, less protein in animal feed and better manure application. There will be a EUR 175 million Sustainable Agriculture Conversion Program to help farmers take these steps. Money will also be made available for farmers who want to stop voluntarily.
PAS detectors
It is anchored in the Nitrogen Act that PAS reporters and reporting-free activities are legalized. Before the vote, Schouten answered the question from Niko Koffeman (PvdD) when the locations of PAS reporters would be made public, saying that she will do so on March 22 at the earliest, because there is still a possibility to object.
2 motions by Marjolein Faber-Van de Klashorst (PVV) about making public the substantiation of the creation of the Standard Data Forms were rejected. Outgoing agriculture minister Carola Schouten (ChristenUnie) discouraged the motion and said: "We share everything we have."
The Nitrogen Act was passed by the House of Representatives on December 17, 2020. In the House of Representatives voted for: SP, Krol, 50Plus, D66, VVD, SGP, CDA and the ChristenUnie. And against: PvdA, PvdD, FvD, DENK, PVV, GroenLinks, Van Kooten-Arissen.
