The House of Representatives wants to be explicitly involved by the government in the design of the climate and transition fund and nitrogen fund. The House also wants the cabinet to do justice to the budget law, and to receive a sample of both fund budgets for the institutional laws on Budget Day 2022 (this year on September 20).
A majority voted in favor of a motion by Gert-Jan Segers (ChristenUnie) and Sophie Hermans (VVD) on Wednesday 19 January. Last week, the Court of Audit sent the House a letter (with a view to the debate on the government statement) to warn that the House is in danger of losing control of the funds set up, because they are usually not part of the national budget. "We therefore recommend that your House critically monitor the establishment and design of new funds. In the interests of budget law, it is not enough just to be 'informed' about this," according to the letter.
Prime Minister Mark Rutte stated during the second day of the parliamentary debate on the government statement at the latest in the Spring Memorandum (before June) that a proposal will be made for setting up the climate fund and nitrogen fund, totaling €60 billion.
Monitoring new species
The House also wants the government to investigate whether monitoring new species can contribute to insight into the state of nature. A motion by Caroline van der Plas (BBB), Wybren van Haga (Van Haga Group) and Joost Eerdmans (JA21) about this was widely supported.
Motions to spend €60 billion from both funds on other things failed. Also motions about getting a picture of the actual nitrogen emissions of all industrial companies; first scientific research into the state of nature before spending money on measures that have a negative effect on companies bordering on nature reserves; and all investments in the Climate and Transition Fund and the Nitrogen Fund are always tested for efficiency and effectiveness, have failed.
