The House of Representatives urges the government to speed up 'the deployment of a nationwide measurement system for the emission and deposition of NH3 and NOx, the realtime measuring at company level, promoting and guaranteeing successful innovations with great potential to significantly reduce nitrogen emissions and improving the Rav system'.
This is stated in one of the proposals for amendments to the transition fund bill that were adopted today. In this case, it was a motion submitted by MPs from all four coalition parties, but many other parties also voted in favour. A number of motions were also passed. The House does not want to vote on the 'Temporary Transition Fund for Rural Areas and Nature Act' itself until later. That will probably be next week.
Several proposals that could count on a majority are aimed at accountability of the resources, in other words, is the money well spent. For example, an amendment to have the effectiveness and efficiency of the funds spent reviewed by advisers was supported by a majority. A parliamentary majority also wants the Netherlands Environmental Assessment Agency to draw up a scientific report every two years on the measures taken and proposed and their effect. Another amendment that was adopted proposes that the annual multi-annual program should account for how and how much the measures to be financed are expected to contribute to the objectives.
Research into natural damage factors other than nitrogen
The House wants (based on a motion from BBB and JA21) that the government investigates in which Natura 2000 areas and in which places there is irreparable damage caused by, for example, drought or flooding instead of nitrogen. This is against the background that the European Commission gives room to reduce or relocate Natura 2000 areas if they are irreparably damaged, while the government cannot be blamed for not having protected the area.
The House also believes that the government should open up the Subsidy modules for source-oriented sustainability and management measures as soon as possible. A majority also thinks that the focus should be prevented from being too one-sided on far-reaching reductions in nitrogen deposition.
No zoning 2 kilometers around Natura 2000
A motion by the SGP, which also received broad support, indicates that there are concrete signals from the central government that a 2-kilometre zoning around nitrogen-sensitive Natura 2000 areas is used for applications from the Groenfonds and field labs. The House requests the government not to stop investments in sustainable business development around nitrogen-sensitive Natura 2000 areas.
