Nitrogen desk now open, not all arrangements completed yet

June 12, 2023 - Linda van Eekeres - 9 comments

The nitrogen counter opened this morning (June 12). On this website farmers can see whether they are a peak loader and for which measures (sustainability, relocation or buy-out) they are eligible. The ministry emphasizes that the approach is 'entirely voluntary'. Not all arrangements are complete yet, however.

Agricultural entrepreneurs who exceed the threshold value of nitrogen emissions can participate in the approach. That is with an emission of 2500 mol nitrogen deposition per year on overloaded nitrogen-sensitive nature within 25 kilometers.

Farmers can calculate this with the Aerius tool. This requires data on, among other things, the number of animals, type of house and location. Many entrepreneurs are afraid that the government will make off with this data, but the ministry reports that this data is not stored and is not available to the government. RVO and BIJ12 are available by phone from today for help with completing the form.

Not all arrangements are complete
Not all arrangements are complete yet. An outline is given of what the arrangements will look like and the information will be supplemented later. A combination of extensification, innovation, conversion and relocation is possible.

Entrepreneurs can come up with a proposal themselves if they wish, in the form of a business plan that states how they want to reduce emissions in the future. There is room for customization. Agricultural entrepreneurs can make use of personal support. There are also various sustainability schemes.

Registration for buy-back schemes opens 3 July
Today the buy-out schemes LBV and LBV+ (the 'wildly attractive' buy-out scheme) will be published in the Government Gazette. You can register for it from 3 July. The LVB closes December 1 this year. The LBV+ on April 5, 2024. 3.000 peak loaders (farmers and some industrial companies) can use the LVB+. 120% of the market value will then be paid out, but the entrepreneur in question may no longer start a livestock farm anywhere in the EU. The 'ordinary' LVB focuses on 10.000 companies. They receive 100% of the market value. In the coming week, agents will start, phased per province, who will support entrepreneurs with the application free of charge.

The first space that is freed up with this approach is intended for the legalization of PAS reporters.

This morning, Minister for Nature and Nitrogen Christianne van der Wal explained the plans for the approach to peak taxation to the press in The Hague. More on that later.

what I don't understand, 100% of the value then I would rather sell it to a colleague than to the corrupt government

What is 100% ? Do the test yourself with the wildly attractive program, but…. I would value my own company in advance at sales value in a currently very healthy market. Take into account the dip for soil in a zone area of 0-2500 m from Natura 2000 area. In addition, the loss of income and compensation. Also include a tax exemption with a signature in the scheme. That signature of Van derWal or Adema or Rutte is worth nothing!

Looks reasonable, but the question is who will look at the business plans and who will assess the farmers' proposals? I agree with Zeeuw about having your company appraised and including added value in the market value and then applying the LVB+ of 120% to it. Otherwise you could end up in a situation where the market value is depressed in areas close to NATURA 2000 and with the danger that the 120% will in fact become 100% or less. I also think LVB 100% and LVB+ 120% are just unfair and it should be 120% for LVB and LVB+.
Question: Who determines the market value?

I think the best thing right now is: WAIT, everything is terribly unclear. acc. I can only improve it.
Zeeuw is right, it's not just the value of land and buildings, emotion, grief, etc. certainly weigh just as heavily. They are pigs.

What a big piece of shit minister I see speaking at Jinek tonight. She says: it has to be done quickly, we want voluntary choice and participation. The additional arrangements will come in 4 months. Will there also be area processes that they will do together with the farmers and provinces, voir drought, wetness CO2 and of course N. She is betting on stoppers due to lack of follow-up: people buy up the companies of your colleagues who are stopping. She also believes that other parties, read MOB van Vollebroek en Co , will file lawsuits in the Natura2000 areas. Ie make sure that KDW goes out of the law and that NH3 deposition is replaced by N-emission, then #chiphol can also be counted!

On to full NATO membership for the countries in Europe and to a new EEC for these countries, and seriously ask yourself what the point of the EU is. I absolutely do not share the ideal of one European flag with a small corner of red, white and blue. But yes, I have been in Brazil for more than 50 years.
