Lease-dependent companies have so far been virtually ignored in the various regulations that exist to relocate companies in connection with nature. This is the conclusion of the tenants' association BLHB. Minister Wiersma of LVVN ignores requests for consultation and ignores the contribution that lease companies can make to achieve the set goals for nitrogen reduction and nature reinforcement, according to the BLHB. She would still like to be involved.
So far, no lease company has used or been able to use one of the schemes that exist, says acting chairman Hans Meijer. He does not rule out that the government is deliberately ignoring the tenants, but finds that to be too cynical an idea.
The BLHB would prefer to see the central government become more active on the land market and offer companies the opportunity to relocate in their entirety, also as a lease company. Meijer acknowledges that this will be quite a task, because many powers have been decentralized and therefore many hurdles have to be taken to actually be able to relocate, but this would be the best solution.
In January 2025, the National Relocation Scheme for Peak Load Livestock Farms (Lvvp): Business Relocation was published. The interest in this scheme - which is part of the approach to peak load - is disappointing. One reason is that this scheme is not tailored to lease-dependent companies.
Meanwhile, leasehold companies, leasehold farms and companies that are strongly dependent on leasehold could make an above-average contribution to achieving the stated objectives of the regulations. This is because relatively many leasehold companies are located in the sphere of influence of Natura 2000 areas.
The BLHB requested the minister last year to take into account the special position of tenants in a new termination scheme. The recent response from LVVN was very brief and disappointing after waiting for more than half a year. In the previous two National termination schemes for livestock farming locations, no attention was actually paid to the position of tenants.
The BLHB continues to offer its expertise to explore various options with the Ministry of LVVN.
