Horse and pony studbook services more expensive?

The proposals to abolish the VAT agricultural scheme and the VAT livestock trading scheme include the fact that services provided by breeding establishments/studbooks will move from the low rate (6%) to the high rate (21%). What does this mean for the sector?

In addition to the services provided by breeding establishments/studbooks, the services relating to insemination (including costs of sperm) and the transplantation of embryos are also classified under the high rate, as are the stud fees due for natural breedings.

It will have quite an impact

The introduction of these proposals will have a significant impact on the members of the 26 horse and pony studbooks in the Netherlands. Most of the members of the studbooks are hobby keepers and/or breeders.

However, the situation is different for private owners of horses and ponies. After all, they cannot offset the VAT. Little has changed in terms of contribution.

Warning from the sector
De Koepel Fokkerij, the interest group in which most horse and pony studbooks are united, raised this matter in The Hague some time ago as an undesirable development and indicated that these proposals will have a very harmful effect on the sector.
