If it were up to Russian agriculture minister Alexander Tkachov, agricultural policy would take on Soviet forms again. The minister announced that landowners who do not use their agricultural land efficiently will be expropriated.
Tkachov announced his plans at the end of April at the second Russian food safety forum in Rostov-on-Don. That writes agraheute† This year 100.000 hectares will change hands. At least that is the aim of Tkachov's ministry. The landowners who do not farm their farmland lose land. The efficient entrepreneurs can then take it into production. The policy thus smacks of the Soviet years, when the Soviet Union established collective state farms, Sovkhoz.
10 million hectares fallow
Rosselkhoznadzor, the Russian phytosanitary service, has designated 45.000 hectares of neglected agricultural land for the expropriation program until the end of March. In total, the gigantic land has more than 10 million hectares of land, which has the potential to be used as agricultural land.
Land grab is legal
According to the minister, "the land grab" is legal. Russian laws allow the government to confiscate agricultural land that has not been farmed for at least 3 years. All provincial governments must take action themselves and initiate the transition.
