Veilinghuis Troostwijk, which conducted the online auction of leased land in the IJsselmeer polders, and the client Rijksvastgoedbedrijf (RVB) will both investigate how the processes can run better from now on. This in response to questions from the CDA about the mistakes that have been committed.
During the budget discussion of the Interior and Kingdom Relations on Wednesday 15 November, CDA MP Harry van de Molen wanted how this could have happened. Minister Kajsa Ollongron writes to the House of Representatives that during the bidding it was possible to tick an option, with which bidders receive the highest bid by email 1 hour before closing time. This is not common during a closed public tender. The company that conducts the auction on behalf of the RVB has been approached about this.
Effect on public subscription
Ollongron further writes that there are 6 bidders who have ticked an alert, and they have received emails 1 hour before closing time. These 6 bidders have bid on 7 lots. Of these 7 lots, 4 lots were awarded to bidders who did not have email alerts on, 3 lots were awarded to bidders who did receive an email alert. All bids were made well before the time of sending the e-mail, so this had no effect on the public tender.
Her conclusion is that sending the mail no influence has had on the bidding process and/or informed about bids. This is in contrast to various media reports. As far as it is concerned, the result of the public tender can therefore remain unchanged.
Restrictions
Van der Molen also wants to know what measures are being taken to prevent this in the future. According to the minister, the auction house has already taken measures. The auction house is subject to restrictions on the method of auctioning.
In addition, it carries out an audit of the bidding system. Finally, the RVB is conducting an internal investigation into the registration conditions; with the aim of clearly describing the requirements that an auction (public or bidding) must meet.
