On the day that the House of Representatives discussed the phosphate reduction plan 2017 with outgoing State Secretary Martijn van Dam, positive news came out. The Dutch Dairy Farmers' Union (NMV) reported that the objective of the sector plan has been achieved. As a result, there is no longer any reason to 'get rid of bottomless cows'.
The NMV is based on figures from Statistics Netherlands (CBS). However, inquiries with Statistics Netherlands show that this is not public information. The numbers that are doing the rounds appear to be a cause for optimism. However, at the same time, there is also cause for caution, as it can undermine the urgency.
Outcomes subsidy to stop
'In our opinion, the goal has been achieved', says Harm Wiegersma, of the NMV. He thus refers to the goal of increasing phosphate production in dairy farming by 8,2 milion to lose weight. This must then be achieved by means of the feed track and the LU scheme. Nothing is known yet about the results of the second subsidy round for stoppers (which closed on 14 May).
According to Wiegersma, LTO also alluded to the positive results. However, for the official figures, we still have to wait for the second quarterly report from Statistics Netherlands. The most important thing is that a pass can be made. 'Which also means that Van Dam has to keep a finger on the pulse.' Wiegersma does not only refer to dairy farming, but also to other sectors. Ultimately, the complete phosphate production counts.
Getting rid of cows bottomless
With this good news in your pocket, there is no longer any reason to get rid of bottomless cows. In any case, the slaughter figures in weeks 18 and 19 already show a step back. 'If necessary, you can still use the last quarter to brush up on things.' However, those are the reductions that hurt the dairy farmers the most. After all, this concerns cattle that, based on performance, should not have been removed for a long time.
Charge unknown
In the meantime, nothing is known about the size of the levy/fine for the period March and April. Also for May and June a levy of 480 euros per LU is too much compared to 1 October. A solidarity levy applies to the difference with 2 July 2015, minus 4 percent. This amounts to 112 for each redundant LU in April in June. From period 3 settlement takes place on a monthly basis, which means a fine of EUR 240 in the context of the target number and EUR 56 in solidarity.
