It's black and white. The most recent changes to the LSU scheme have been published in the Government Gazette. For example, collection of the fine only takes place every second month of the period. The use of young livestock has also become a choice and will take effect from 1 June.
For periods 1 and 2, it had already been decided not to collect the levy per month, but per 2 months. Now this arrangement will also be continued in periods 3, 4 and 5. This means that the sum of money for period 3 will be imposed in August. Period 4 follows in October and the final settlement takes place in December.
This will take some of the pressure off the dairies that the implementation of the scheme entails. The payment of the bonus also follows the rhythm of the levies. At the same time, the discount percentage for the third period has been determined. As State Secretary Martijn van Dam stated in a letter to the House of Representatives, this amounts to 12 percent.
Young stock number a choice
It is also new that female cattle older than 35 days are exempt from the Phosphate Reduction Plan Regulation 2017. This applies both to farms that decide to work with or without young stock. Those who do not want to be inconvenienced by the young herd number must transport or export calves between 35 days and the first time calves are born. An exemption also applies in the event of death. For export, from the moment an animal is in a quarantine shed, it counts as exported.
Those who still have to deal with a young livestock number are those who move livestock to a destination other than slaughter or export. This then applies to the period in which the transfer takes place. The young stock number also applies if the cattle are still to be slaughtered or exported at a later period. The commencement date for this scheme is on or after 1 June.
