The judge orders the State to develop a test for dairy farmers who also believe that the phosphate reduction plan does not apply to them.

The court has ordered the State to develop a test for dairy farmers who also believe that the phosphate reduction plan does not apply to them. The test is valid until there is more clarity about the outcome of the appeal

The farmers who meet the test will be given a postponement of payment until the appeal has been made. The State must provide a definitive answer within 14 days of the dairy farmer's request (for which a number of required documents must be submitted).

The judge speaks of 3 groups of dairy farmers.
