The shortage regulation from the phosphate reduction plan will be equal to the regulation from the phosphate rights system. Minister Henk Kamp, Economic Affairs, reports this in a letter to Parliament on Friday 15 September.

The shortage committee, which was appointed by former State Secretary Martijn van Dam, has made recommendations for expanding the shortage regulation for the phosphate rights system. Based on this advice, on 12 July 2017, 2 categories added. This concerns new companies and companies that have relinquished land for the realization of nature reserves or for public infrastructure.

Several companies are now eligible for the scheme

Now also for phosphate reduction plan
The advice of the Compulsory Cases Committee will be adopted in the phosphate reduction plan. This extends the regulation for bottlenecks and now corresponds to that of the phosphate rights system. This means that several companies are eligible for the scheme.

Which companies are eligible for the bottleneck scheme? This concerns companies that had at least 5% less phosphate production on 2 July 2015. This was due to, for example:

  • Construction work,
  • Illness or death of a person in the partnership,
  • Illness or death of a blood relative in the first degree,
  • Destruction of dairy barns due to fire or storm damage,
  • starting the business,
  • Allocating land for the realization of nature reserves or public infrastructure.
