Schouten: 'Confidence in dairy farming is gone'

Minister Carola Schouten (Agriculture, Nature and Food Quality) informed LTO Nederland, ZLTO, NAJK and Rabobank on Tuesday morning, January 23, that confidence had been seriously damaged. Since Monday morning, 50 dairy farms have been locked due to cattle fraud. There may be more to come.

Schouten called the sector parties together at the ministry on Tuesday 23 January for an emergency meeting. This is because of signals of cattle fraud in 2017, committed by probably almost 6.000 dairy farmers in the Netherlands.

It is possible that these dairy farmers keep thousands of LUs (large livestock units) too much and produce hundreds of thousands of kilos of dairy cattle phosphate too much. Schouten informed LTO Nederland, ZLTO, NAJK and NZO that confidence in the dairy farming sector is gone and it is up to the sector itself to regain confidence.

Dairy farmers are not allowed to supply or transport livestock

Since Monday 22 January, the Dutch Food and Consumer Product Safety Authority (NVWA) has been investigating dairy farms that allegedly cheated with the registration. In the meantime, 50 companies have been locked up because the administration turned out to be incorrect. These dairy farmers are not allowed to supply or remove livestock. They have to get their records in order first.

According to Schouten, they will receive an administrative fine and may also receive an additional assessment of the phosphate reduction plan. They will also have to surrender any income support received from the Common Agricultural Policy (CAP). The milk should be collected. More companies will be investigated in the coming days. 

Insufficient Responsibility
As a result of the damaged trust, Schouten has decided to pilot for the Kringloopwijzer not to enter. According to Schouten, dairy farmers do not have sufficient responsibility for a company-specific account of manure and mineral flows via the Kringloopwijzer. The Kringloopwijzer has been known for some time as fraud prone.

Debate in the Chamber
This afternoon at 17.00 p.m. there will be a debate about cattle fraud. Initially, a general consultation was planned about the implementation of the sixth Nitrates Directive action programme. The last time this consultation was cancelled, it had to do with manure fraud.

If the RIVM sample is representative, the accounts are incorrect for 1/6 of all dairy farmers. It remains to be seen how many entrepreneurs are intentionally involved.

@sweet apple? How do you get to 1/6? They have now examined 2000 out of a group of 96 suspected farmers. Half of those turned out to be wrong. So I arrive at 1000 farmers. If it has already been sampled and has not gone through the extreme cases first.

Did you read the headline at the top of this article? You can't get rid of that with a calculation. On what grounds should she still have confidence in dairy farming? She is absolutely right not to be fooled. In this way, the self-cleaning capacity of dairy farming will develop automatically. Be honest and finally realize that tough action is the only cure in the end.

@sjef O First there should be no more fraud, only then can we talk. As long as you don't get Europe along by not fulfilling agreements and not getting rid of the fraud.

@dirk Totally agree, just wanted to point out that that 1/6 was a bit exaggerated.

I am happy with Schouten. Totally the opposite of Van Dam. Handle that trade. Is a culture change necessary in agriculture?

Poldes, I've been walking along for a while. You can say that a considerable group is on the right track and a not inconsiderable part has a compelling tendency to always look for opportunities to cheat things, whereby in the end the bona fide livestock farming is also good. No one should want that and it is good that the minister acts decisively. Some nuance in your statement seems reasonable to me, don't you? Or have you not been around that long?

The chairman allows himself to be tempted to make harsh statements in an interview! This man is unfit for a democratically organized organization.
It seems normal to me to consult the members first! At the very least mention in an interview that the board will determine how to deal with this. Or is this man just director of something that no longer belongs to the members?!
I have not said that I am justifying the fraudsters, but this LTO chairman clearly shows with this spasmodic reaction that he is very far from the members!

The lto clubs themselves have broken down or built a new one and quickly filled them with dairy cows before the reference date. They had prior knowledge of what was going to happen, which is also fraud.
