No phosphate rights for beef cattle

There will be no phosphate rights for calves that will never have a calf. For example, Minister Carola Schouten (Agriculture, Nature and Food Quality) excludes the young stock of beef farmers from the phosphate rights system. In the meantime, bottlenecks must fall back on the banks, she said in a letter to the House of Representatives. 

After consultation with the sector parties, Minister Schouten has decided not to include young stock from beef cows in the system of phosphate rights. This was initially the case, because no distinction is made in the categories between young stock intended for dairy farming and those for beef cattle farming. Now it is stated that no rights are needed if the calf will never have a calf.

Warning
However, this contains a warning, because it means that the rights (which were previously granted) expire. So make sure they are not already sold. Schouten also meets the keepers of young stock for suckler cows.

Since a change in the law is needed to make this final, an exemption will be started. For this she aims for the entry date of July 1, but everything stands and falls with the consultation with the Europese Commissie (EC). As with the calves, those who want to use them must waive the previously granted rights.

Phosphate bank and pressure cases
Other things mentioned are: the phosphate bank, the pinches en the feed-manure contracts† The latter will not come. This after advice from Wageningen Economic Research (WUR). About the phosphate bank, Minister Schouten says that the regulations for setting up the phosphate bank are being prepared.

In the meantime, there are about 800 bottlenecks and they will mainly have to find a solution with the bank. If they fall outside the emergency provision and the bank does not help them, Schouten sees no point of reference to help them either.

No support for cattle breeds
Finally, there are the rare cattle breeds† Schouten sees no opportunities to support them from POP-3, something that can only be done from January 1, 2019 at the earliest. She does indicate, however, that the animals already produce less phosphate and therefore need fewer allowances.

How does the minister think the money will come back from the companies that sold the rights right away? These rights have been lawfully assigned and sold by holders.
Still a mess after a year and a half, there is suddenly clarity.
