The provinces confirm that the invalidated PAS legislation will not affect grazing. Farmers can let their animals graze in the meadow with peace of mind, writes LTO Noord.
The province of Drenthe announced today (Wednesday 16 April - red) on behalf of all provinces in the Netherlands that grazing is already part of the current permit for stable emissions and that additional permits are therefore not required.
This position is in line with the previous findings of the Remkes Committee. Pasture grazing is a normal part of operational management and on balance also causes less nitrogen emissions than keeping in a stable. In the stable, manure and urine come together, creating ammonia.
Claim clubs
In response to the news from the provinces, LTO Noord calls on the claim clubs that are conducting lawsuits against individual farmers to stop this. For farmers and horticulturists, the position taken by the provinces means an end to a long period of uncertainty. Since May 2019, when the judge declared the legislation on the Nitrogen Approach Program (PAS) invalid, there has been uncertainty about the legal validity of outdoor grazing.
