Hoogeveen helps DOC Kaas with construction of warehouse

5 February 2025 - Klaas van der Horst

The municipality of Hoogeveen has issued a toleration order for the construction of a new cheese warehouse by DOC Kaas. With this decision, the municipality is anticipating an official approval that is yet to be granted. In anticipation of this, DOC can proceed and start construction.

Without a toleration order, DOC Kaas would find itself in a difficult position, the municipality has been informed. The point is that the warehouse of Uniekaas in Kaatsheuvel will no longer be available as of mid-next year and there must be an alternative. DOC Kaas wants to build that alternative close to home, next to the factory on the Buitenvaart.

In order to have the new warehouse ready on time, construction must start no later than 1 March, reports DOC Kaas. However, this is not possible on the basis of a definitive permit because advice is first required from the Drents-Overijsselse Delta water board, which can only do this after the Water Framework Directive (WFD) has been established for its area. The bottleneck for this is the water purification plant in Echten. This must be expanded and modernised to meet the new requirements, and must then also purify additional water from the new warehouse, among other things, without deteriorating the water quality.

The expectation now is that the water board will issue an opinion on July 8, after which work can begin on finalizing the permit for the warehouse. In order not to immediately run out of time, the municipality has granted a permit until October this year, so that the new building can possibly be covered by then.

The municipality wants to be cautious with tolerance decisions, but due to the great importance of DOC Kaas for Hoogeveen (the new warehouse will provide work for 20 FTE and will limit a lot of transport), it has been decided to accommodate the dairy company. The first application was already submitted at the end of 2023.
