The amendment by Jaco Geurts provides a new lifeline for companies that are in trouble due to the introduction of phosphate rights. At present, this is still a very limited regulation, but the committee can expand it by giving advice.
The phosphate rights bill, which still has to pass the Senate, includes a very limited bottleneck regulation. Something that does not go down well everywhere and resulted in an amendment by Geurts, in which it stated that the government should be advised by an advisory committee with regard to the bottlenecks.
'The committee is instructed to come up with a one-off advice about the scope of the emergency provision.' The committee will, however, be given the task of taking into account the consequences for other dairy farmers in the event of a broader scheme. There must also be clear and sufficiently distinctive criteria to ensure that the scheme can also be used in practice, and the committee must indicate how improper use can be prevented.
It is not yet known who will sit on the Commission. This will be discussed further with representatives from the sector. State Secretary Martijn van Dam hopes to publish the institutional decision in the first half of April. Subsequently, a recommendation is made, on which Van Dam will then make a decision.
