Agriculture Minister Carola Schouten wants to investigate whether it is possible in the future to work with the actually measured emissions per barn. With these measurements, livestock farmers and technology suppliers can themselves determine the layout of the barn system in order to meet the specified emission targets. Pilots are being set up to investigate the feasibility.
This is reported by the Ministry of Agriculture in a statement. The minister takes this the advice of the so-called Taskforce Acceleration Innovation Process Stable Systems, of which Ruud Tijssen is the chairman. The aim of the plan is to be able to implement innovations faster and more easily.
Schouten points out that many livestock farmers have good ideas and want to work on reducing emissions of substances such as ammonia, methane and particulate matter. In the innovation process, they often encounter regulations, licensing, delays or other difficulties, she notes in a statement. "That's a shame, because the government wants to stimulate these innovations."
Three tracks in advice
The task force advised Schouten on how to accelerate the innovation of barn systems. Improvements in licensing, supervision and enforcement were also discussed. Three tracks are central to the advice. There must be a legal system that focuses on emission targets, in which livestock farmers and technology suppliers themselves decide on the layout of the barn system. The current regulations and working methods for the test house procedure also need to be simplified and improved.
The system of actually measured emissions from the barn is not feasible in the short term, but the ambition is. The Taskforce recommends experimenting with this plan first and setting up 20 pilots that will work with, among other things, systems for real-time practical measurements of emissions, so that useful and necessary experience can be gained with sensor and data systems.
