Strong increase in fines when checking manure transport

The government has been trying to gain more insight into the transport of manure for years, together with the business community. The RVO, in particular, is engaged in increased supervision of the administrative chain, as it turns out. It is not immediately apparent that things are going better as a result. More than 64% more violations were detected this year.

There is regular consultation between the supervisory organizations and the business organizations involved in the transport and processing of manure. From recent published documents There appears to be concern about this among all those involved about the proper visibility of transport and processing.

Muddle of registration and registration numbers
This view is difficult because, according to the documents, transporters and manure storage companies often work with a tangle of old and new manure numbers (BRS) and registration numbers with the Chamber of Commerce (Kvk). In February 2021, RVO put around 1.100 Manure Transport Documents (VDMs) 'on hold', as the organization puts it, to stop this. Cumela is in favor of using only the latest data. It is also difficult to get a good overview of manure storage numbers.

Questions about entered data
When looking at the overview of manure transports on the RVO website, there also appear to be many questions about the data entered. For example, last year, according to data, the number of transports where no customer is specified increased exponentially. While in previous years no customer was specified in 15.000 to 20.000 cases, that number increased to 2020 cases in 194.000, according to RVO data.

The government organization tries to ensure that transporters adhere to the rules through strong administrative enforcement. Given the rapidly increasing number of inspections and violations, this proves to be a difficult task. The percentage of inspections in which no violation was found is low and even decreased slightly.

In the vast majority of cases, an observed violation leads to a fine, although more warnings have been issued this year.

The NVWA figures give a somewhat rosy picture. This organization carried out 791 inspections on the transport of manure last year. 43 transports turned out to be defective. There are no data available yet for this year. The Human Environment and Transport Inspectorate (ILT) and the police also check the transport of manure, but find it more difficult to reproduce requested data.

The published documents also show that manure is regularly mixed with digestate, while this is not officially permitted. Transport of manure must also take place via a truck equipped with GPS. That did not happen in all cases.
