There is a solution to the crisis on the fertilizer market

23 December 2023 - Jaap Uenk - 9 comments

"Manure market is heading for an acute crisis due to strict rules," headlines the Financial Dagblad just before Christmas. It reminded me of the early 80s when, in similar weather conditions, an acute problem arose with the sale of calf slurry and how it was resolved.

De sales costs for manure have been pointing to an impending acute sales problem for some time. Apparent causes are the shrinking space available for manure in combination with the wet weather. An imbalance has arisen between manure supply and sales channels. The unforeseen wet weather has further exacerbated the poor situation on the fertilizer market.

If there is a real need, solutions will be found. Although not obvious, necessity breaks law. In the early 80s, even without manure regulations, there was an acute problem with the sale of calf manure on the Veluwe as a result of excessive rain. The province of Gelderland, together with municipalities, the veal farming sector and at the time the regional manure bank Gelderland, insisted on a temporary solution with the Veluwe Purification Board. Temporarily, unprocessed thin calf slurry could be dumped directly at the locations of some sewage treatment plants under certain conditions. Two installations already had a dephosphating installation, so that the Veluwerandmeer would not be overloaded with phosphate.

Structural solution
In addition to payment of landfill costs, the treatment board imposed an important condition on this emergency solution. A structural solution had to be found for the marketing problem of calf manure on the Veluwe. The parties involved have tackled this energetically. The plan resulted in the construction of four central calf slurry purification plants for approximately 700.000 tons of calf slurry annually. The government, province, municipalities and the Product Board for Livestock Feed were responsible for the entire investment costs. The manure-supplying veal farmers only paid the direct operating costs with a dumping rate. For decades, the processing installations of the Gelderland Manure Foundation Foundation have been the most important sales channel for calf manure on the Veluwe.

Regional water authorities
If an acute emergency situation arises on the manure market, the approach taken at the time could provide relief. Separate liquid manure into a thin and a thick fraction. Store the solid solid fraction temporarily. Take the thin fraction to a sewage treatment plant. Water boards have a direct interest in water quality. Offering a helping hand in an acute emergency is therefore in their own interest.

Manure vision
It is certain that the space available for manure will shrink even further in the coming years. The weather remains unpredictable and the result of the buyout schemes and stops for the fertilizer supply is still uncertain. In the short term, these remain uncertain factors for the fertilizer market. Additional sales channels for manure, such as large-scale industrial biogas plants, are in the making. But it takes (too) long before they can be operational. Until then, adjusted manure rules can also provide relief on the manure market. What the current manure situation also makes clear is an urgent need for a long-term vision of the manure market with an action plan.

An essential difference between these periods is that at that time governments were involved in thinking and were co-managed by farmers.
Now left-wing officials determine the policy and it is based on restructuring the peasantry. Manure problem is one of the tracks, in addition to permits and discouragement policy, that is detrimental to livestock farming in particular.

This week during the agricultural debate, De Groot also spoke as a substitute. Little or no good came out of his mouth. When Ouwehand had told her story about the millions of animals to be slaughtered, De Groot also had to say the following if necessary. After listening, I would almost say: 1 minute of silence, but yes, that takes away from my speaking time. I think when you should take 1 minute of silence for either the death of a person, due to a disaster, or you name it. Good practice with respect, but for an animal to be slaughtered? What a stupid person. Happy holidays to all of you (but not too much turkey)

For the short term, until March 1, say, most will be able to absorb the reduction caused.
I think it will take a few weeks to put the facts on the table where things are wrong in the Netherlands and where NO new measures are needed, not even for manure sales on private land! In fact: replace Fertilizer N with Slurry-N or Renure-N, WUR has scientifically shown that the surface water load then decreases! If LNV and EU believe they can determine what is good and bad at 1 minute to 12, then it is justified to to respond to lies and malpractice with honest policy. Perhaps the Council of State, which are the most unreliable, can make a ruling on this, but they will first ask the EU whether the…Precautionary Principle…. must be applied.
By the way: I expect that LNV could have drawn a different card to report... now this is the malpractice card

Where is the substantive response from LTO specialists? Are they scientists? Are they lawyers? Are they hanging on Sjaak's string? Every member of this club can expect that what has now been delivered by LNV does not correspond with the normal reporting of sample points in the various regions. They must also have known for a long time which key figures/standards are involved and what the latest analyzes look like. If this assumption is incorrect, I have one piece of advice: EFFECT LTO and set up a new organization with trade/sector organizations that will simultaneously conduct negotiations with LNV and trade unions in the EU on five top policy points.

If only it were that simple. To me, manure is solid manure and not all the thin diarrhea that we are presented with. So, as a livestock farming sector, make sure that you offer what the buyer wants (even willing to pay for it if necessary) and until then stop putting others in front of you. the government is unreliable, so don't count on it.

It's a business model Erik, that manure. Contractors and transporters have been benefiting from this whole manure thing for years.
And as you say: we don't have to use that diarrhea for quality reasons on our fields, because it's junk. There's just way too much of that shit. Solid dry manure is good for our soils, minimum 75% dry matter. And just spread that wet shit over your grasslands. And otherwise shrink, all other agricultural sectors suffer from all that negativity.

there is nothing wrong with cattle slurry
CM 24 December 2023
It's a combination of. Solid manure for stable organic matter, Thin manure for direct feeding, of which pig manure works faster than cattle manure but which has higher organic matter. Price and availability are a factor as well as whether the soil conditions permit it. Fertilizer to direct or as a basis to start depending on which crop you grow. The season determines the use of the thin manure. Solid manure must be filled in annually in terms of the construction plan.

There is a simple solution: adjust the EU rules so that more manure is allowed on the land. If the EU does not agree to this, the Netherlands can block all those creative solutions that help Southern Europe get cheap money. This is also what happened with the Stability Pact. This is called horse trading. The French know exactly how to do that, so they fully understand it. They are currently laughing about how the Netherlands is destroying its strong agriculture.
