Due to the abolition of the Nitrogen Approach Program (PAS), ammonia rights will probably become tradable again. According to Farmconsult, stopping pig farmers would do well to convert these rights to another animal category.
Henk Radstaak, advisor at Farmconsult explains: "We will probably fall back on the old legislation now that the PAS is off the table. Parking was allowed and ammonia rights were tradable."
However, according to Radstaak, pig farmers (participating in the 2020 stopper scheme) run the risk that the ammonia rights will be withdrawn by the municipality in the new year. That is why these entrepreneurs would do well to transfer the ammonia rights to another animal category, for example beef cattle. One condition is that the stables are still intact.
Difficult to say size
The scale of the issue is difficult to say, according to Radstaak. All the more so because it is not exactly clear how many stoppers there are. Radstaak itself is counting on approximately 1.000 pig farms to stop. He cannot yet say what the rights are worth. According to the consultant, this probably depends on the location of the company. "The closer the location is to a Natura 2000 area, the higher the nitrogen deposition and thus the value of the rights."
The agricultural sector produces legitimate nitrogen thanks to ammonia rights. This could be interesting for other sectors development room to be. For example, for the construction and infrastructure sector. "Much is still unclear, but the potential benefits are too great to let this opportunity pass."
